The Kick - off Meeting and the First Workshop of Five National Standard Projects including "Quantum Measurement - Terminology" Were Successfully Held
On March 11th, the kick - off meeting and the first workshop of five national standard projects, including "Quantum Measurement - Terminology" and "Performance Characterization and Test Methods of Optical Clocks", were held online. 49 experts from 25 units, such as the University of Science and Technology of China, the Innovation Academy for Precision Measurement Science and Technology, Chinese Academy of Sciences, and the Qian Xuesen Laboratory of Space Technology, China Academy of Space Technology, participated in the meeting. Fang Xiang, the deputy director, and Zhang Qiang, the secretary - general, attended the meeting and delivered speeches. The meeting was chaired by Qu Jifeng, a member of the Standardization Technical Committee and the director of the Frontier Metrology Science Center of the National Institute of Metrology.
Director Fang Xiang pointed out that quantum measurement is facing an excellent development period, but also confronts challenges. With the support of Academician Pan and the Standardization Administration of China, the approval of the five national standards and their foreign - language versions is of landmark significance. In particular, the development of "Quantum Measurement - Terminology" is of great importance. He hoped that all experts would actively participate, coordinate and work in unison, seize the right to speak, widely absorb the opinions of all stakeholders, ensure the scientificity, accuracy, and practicality of the standards, and contribute to the development of the standards.

In his speech, Secretary - General Zhang Qiang first expressed his gratitude to all committee members and experts for their strong support for the work of the Standardization Technical Committee and their hard work in promoting the standardization of quantum measurement technology. On October 13, 2021, five recommended national standard plan projects, including "Quantum Measurement - Terminology", proposed and supervised by the Quantum Standardization Technical Committee and led by the National Institute of Metrology for drafting, were approved for establishment by the Standardization Administration of China. These are the first batch of national standard projects in the field of quantum metrology. Academician Pan Jianwei and other chairmen of the committee attached great importance to this. At the same time, they put forward two suggestions, hoping that each working group would base on the actual development of China's quantum metrology technology and industrial characteristics, serve the national standardization and metrology development strategies, and ensure the scientificity, advancement, and effectiveness of the standards. Against the backdrop of the new era, they aimed to push the standardization of China's quantum measurement to a new level.

At the kick - off meeting, the heads of each standard project working group introduced the background of the national standard projects, main frameworks, cooperative units, etc. The participating experts had a heated discussion. They stated that they would strengthen cooperation in the subsequent development of the standards, combine the standard development with practical applications, and jointly promote the development of national and international standards.

The Quantum Standardization Technical Committee was established in January 2019. Currently, there are 7 national standards under development, 5 research topics, and 54 committee members and experts. It is a professional standard - setting technical organization in China engaged in the development of national standards in the field of quantum computing and measurement. In the next step, the committee will continue to organize and carry out standardization work in quantum computing and measurement. It aims to make the standardization work better serve the continuous improvement of China's quantum science and technology level and further enhance its core competitiveness. By grasping the general trend and taking the initiative, the committee will help China seize the commanding heights of international competition in quantum science and technology and build new development advantages.
