According to the Administrative Measures for National Professional Standardization Technical Committees (promulgated by Decree No. 191 of the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China on October 30, 2017, and revised by Decree No. 31 of the State Administration for Market Regulation on October 23, 2020):
Article 2: A technical committee is an unincorporated technical organization engaged in standardization work such as the drafting and technical review of national standards within a certain professional field.
Article 6: Technical committees shall carry out their work in a scientific, reasonable, open, fair, standardized and transparent manner, and assume the following job responsibilities within their respective professional fields:
(1) Propose policies and measures for standardization work in the professional field;
(2) Compile the national standard system for the professional field, and put forward suggestions for the formulation and revision of national standard projects in the professional field based on the needs of all sectors of society;
(3) Carry out the drafting, solicitation of opinions, technical review, re-examination of national standards, as well as organize the translation and review of the foreign language versions of national standards;
(4) Conduct the publicity and implementation of national standards in the professional field, and provide training for the drafters of national standards;
(5) Entrusted by the standardization administrative department of the State Council, undertake the interpretation work of national standards under its jurisdiction;
(6) Conduct evaluations, research and analysis on the implementation of standards;
(7) Organize and carry out the consistency comparison and analysis of domestic and foreign standards in the field, and keep track of and study the development trends and work dynamics of international standardization in relevant fields;
(8) Manage the sub-technical committees under its jurisdiction;
(9) Undertake other tasks assigned by the standardization administrative department of the State Council.
Technical committees may, upon the entrustment of government departments, social organizations, enterprises and public institutions, carry out standardization work related to their respective professional fields.
